Encinitas runs two permit thresholds at different heights. A building permit starts at seven feet for a fence, and at three feet for a freestanding masonry or block wall. A planning discretionary permit starts lower still, at anything over six feet, and it has to be in hand before the building permit application goes in. So the order of the paperwork matters as much as which office issues it.
Any fence exceeding 6 feet in height requires a planning discretionary permit prior to the submittal of a building permit.

The zoning district a parcel sits in can change the height allowed on it, and so can an overlay district, a recorded easement, a fire hazard severity zone or a coastal zone.
