Either neighbor can show the even split is wrong, and a court can then order less than half or nothing at all.

The system follows International Electrotechnical Commission Standard 60335-2-76. Its energizer runs on a commercial storage battery of no more than twelve volts of direct current, charged primarily by a solar panel. It sits behind an ordinary nonelectrified fence that meets the usual rules. And before it can be switched on, the fire department has to approve a Knox device at the main entry gate.
The energizer for monitored perimeter security fence systems must be driven by a commercial storage battery not to exceed twelve (12) volts DC.

The consequence falls entirely on the downhill owner: six feet measured from above can stand eight or nine feet over the ground on the low side and still be inside the limit. Roseville reaches the same result by naming the highest contiguous parcel. Redding gets there by naming the slope itself, which also covers a terraced lot where both owners are on the same parcel.
