Athens states its good side rule from the builder side rather than the neighbor side: the framework for newly constructed fences and walls has to face toward the property of whoever built it. The sentence then carries its own exception, which few codes bother with. Where fences are jointly constructed the rule does not apply, so two owners who share the work and the cost may point the frame whichever way they agree. That single clause turns an orientation rule into an incentive to build the fence together. The standard is repeated word for word in both halves of the section, so it holds for a house and for an apartment block alike. Nothing in the section states a distance from an interior lot line or asks for consent from the adjoining owner, so a fence may sit on the boundary, and nothing divides the cost where the owners do not agree to share it.

For a single family use anywhere in Athens-Clarke County, a fence of any type is allowed in a required front yard so long as it does not exceed forty-eight inches, and a fence or wall of any type is allowed in a rear or side yard up to eight feet. Eight feet is two above the common figure. The third standard is the one that catches people: where a rear or side yard setback abuts a public right-of-way, the fence has to drop to forty-eight inches or less if it stands within ten feet of that right-of-way, with an alley excepted. So the height depends on the distance from the street rather than on which yard the fence is in, and a corner lot loses its eight feet along the second street unless the fence stands back. In the multifamily, commercial, institutional, industrial and employment zones the figure is eight feet in every yard, but what may be built there depends on whether the fence is semi-open or opaque.
The height of fences or walls in rear or sideyard setback areas abutting a public right-of-way shall be 48 inches or less if said fences or walls are within ten feet of any public right-of-way except an alley, except as otherwise required by the Athens-Clarke County Building Code.

Georgia adopted the 2024 International Residential Code as its state minimum standard code for one and two family homes, then deleted Chapter 1. Chapter 1 is the part of the model code holding the permit rules and the list of work that needs no permit. It stays in the book only as a guide local governments can copy when writing their own procedures.

The scope rule excludes a private pool, hot tub or spa that serves a single family home and is used only by the people living there and their guests. It also excludes pools at apartment complexes, country clubs and subdivisions open only to residents. A barrier at a Georgia home pool comes from the state minimum standard residential code and from local ordinance instead.

How fence height is measured in Athens

Athens answers this, but the answer changes depending on whether the fence is leaning or sitting on a berm.
Athens-Clarke County is the only place in this set that says how far a fence may lean. Fences may lean at an angle from the vertical plane no greater than five percent, and the standard appears in both the residential and the non-residential halves of the section. It gives a code enforcement officer a number where most cities have only the word maintained, and it means a leaning fence is a violation on its own terms rather than an argument about whether it looks bad. The buffer section supplies the only other measurement rule, and it runs the other way: an earthen berm not exceeding two feet may count toward the prescribed height of any fence, wall or dense landscaping. So where a screen is required, two feet of the mound underneath counts as part of the screen. Nothing states the datum a fence height is otherwise measured from.

The zoning code states what may stand in a vision clearance area but not how big that area is. Inside it there may be no plantings, fences, walls, structures or temporary or permanent obstructions over two and a half feet, measured from the top of the curb, with one exception: a street tree may exceed that height provided all branches and foliage are removed to eight feet above the grade. For the size and shape of the area the section points somewhere else twice over, to Title 7 Chapter 2 of the code and to the Transportation and Public Works Department Technical Standards. A technical standards manual is not part of the code and is not adopted by reference in this sentence, so the dimension an owner actually has to satisfy sits in a document the zoning code never reproduces. What the code does supply is the height, and two and a half feet is low enough that a four foot front fence fails inside the area.

Outside the single family standards, Athens divides fences by how much light passes through them rather than by what they are made of. In any front yard, or a side or rear yard next to a public right-of-way or a private drive, a semi-open fence may reach eight feet, and chain link is not allowed in any front yard at all. An opaque fence over forty-eight inches is permitted next to a street only if it is set back at least fifteen feet from the right-of-way line and landscaped on the outside with a mix of shrubs, trees and ground covers. An opaque fence in a rear or side yard away from a street may run to eight feet, but may not extend past the front wall of the primary structure. Landscaping is recommended rather than required on both sides of any fence facing a street. A junk yard carries its own screening section, and a required buffer wall has to be an opaque wall, barrier or uniformly painted fence of at least six feet with five feet of planting outside it.
An opaque fence that exceeds 48 inches and is no taller than eight feet is permitted in any yard adjacent to a public right-of-way, or adjacent to a private drive or street if it is set back from the right-of-way line by no less than 15 feet and is landscaped with a mix of shrubs, trees, and ground covers on the exterior.

Georgia writes a hard fence spec for one kind of farm. A licensed deer farm has to ring the part of the site holding farmed deer with a fence at least eight feet tall. The bottom six feet is woven mesh, in a design, strength, gauge and mesh the Department of Agriculture approves. Wire added on top to reach eight feet may be smooth, barbed or woven, with strands no more than six inches apart. Trees and structures that could fall and break the fence have to come out.

The zoning district a parcel sits in can change the height allowed on it, and so can an overlay district, a recorded easement, a fire hazard severity zone or a coastal zone.
