Stonecrest draws a clear line between a fence and a retaining wall at the boundary. The standards table says fences may be on the property line, while retaining walls including their footings must not encroach over it, and the retaining wall paragraph repeats that the entire structure including the footer has to stay off the adjacent property. Nothing may be built in a public right-of-way at all. An entrance gate for vehicles is held much further back: at least fifty feet from the property line, and the ordinance states the reason, which is safe queuing and safe entry and exit, so a car waiting for the gate is well clear of the road. Where a retaining wall needs work from the other side, a construction or maintenance easement has to be obtained from the adjoining owner. Nothing in the section says which side the finished face points toward, and nothing divides the cost of a shared fence.

A fence or freestanding wall in a single family front yard in Stonecrest may not exceed four feet. Anywhere else on a single family lot, no freestanding wall or fence other than a retaining wall may be more than eight feet from finished grade, which is two above the common figure. In a multifamily, nonresidential or mixed use district the ceiling rises to ten feet. A subdivision or project identification monument that incorporates a wall or fence may only sit in a common area or a private easement and may not exceed six feet, though the standards table gives ten feet for an identification monument wall in a front yard. The manufacturing districts are exempt from the height and materials rules altogether. The front yard figure may be increased by a variance from the zoning board of appeals, but the table states plainly that no variance can be approved to exceed eight feet for a side or rear yard fence.

How fence height is measured in Stonecrest

The height of a wall or fence in Stonecrest is measured along the adjacent finished grade, which is the ordinary rule. The second sentence is the one that matters on a hill. If the fence is located within fifteen feet of any street, and the street grade is above the adjacent finished grade, the height may be measured from the street grade instead. So a lot that sits below the road is not forced to build a short fence that disappears from the street: the datum moves up to the pavement and the fence can be built to the same apparent height as one on level ground. Measuring along the grade rather than from a single point also means a fence running down a slope is read section by section. The allowance is written as a may rather than a shall, so it is an option the owner can take rather than a requirement.

Georgia writes no sight triangle into state law. The Zoning Procedures Law confirms that the zoning power belongs to each county and city, and says the chapter itself only sets the least procedure a local government has to follow when it uses that power. So the corner clearance rule, both the shape of the wedge near an intersection and the height nothing may pass inside it, is written in the local zoning ordinance. The state minimum standard codes chapter never mentions a fence, so it adds nothing here.

Three conditions come with every wall: the entire structure including the footer may not encroach on the adjoining property, drainage has to be properly conveyed on both sides in conformance with state and city codes, and a construction or maintenance easement has to be obtained from the adjoining owner where one is needed. Getting past four feet is graded by who decides. Where exceptional topographical restrictions exist that the owner did not create, and no practical alternative design is feasible, the planning director may grant an administrative variance for up to two additional feet. Anything above six feet goes to the zoning board of appeals, and no variance at all may take a retaining wall above eight. Either route needs a certified field-run site plan or a topographical map certified by an engineer or landscape architect.
Newly constructed retaining walls shall not be higher than four feet; however, existing retaining walls may be repaired and replaced so long as the height of the repaired or replaced wall is no greater than the original height of the wall.

Vinyl in that list is worth noticing, because most cities treat vinyl as an ordinary fence material and this one groups it with junk. In a front yard the rule becomes a closed list rather than a ban: outside the two manufacturing districts, a fence or wall in a front yard has to be built of brick, stone, wood, wrought iron, or aluminum made to look like wrought iron. Any other material is prohibited there, and chain link and other wire fences are named so there is no argument about it. The manufacturing districts are exempt from the materials rules entirely, which is where the wire fences end up.

Georgia writes a hard fence spec for one kind of farm. A licensed deer farm has to ring the part of the site holding farmed deer with a fence at least eight feet tall. The bottom six feet is woven mesh, in a design, strength, gauge and mesh the Department of Agriculture approves. Wire added on top to reach eight feet may be smooth, barbed or woven, with strands no more than six inches apart. Trees and structures that could fall and break the fence have to come out.

The zoning district a parcel sits in can change the height allowed on it, and so can an overlay district, a recorded easement, a fire hazard severity zone or a coastal zone.
