Where the code allows extra height on a street frontage it also pushes the structure two feet back from the line, and the reason it gives is practical: room for the footer and for the continuous hedge that has to be planted on the street side and kept at half the height of the wall. A wall or fence may not abridge easement rights without approval from the affected utility company or the city.
Walls and fences shall be setback at least two (2) feet from the side corner property line in order to accommodate its footer and a continuous hedge, which shall be maintained a minimum one-half (½) the height of the wall or fence.

A multifamily or townhouse development is held to six feet inside a landscape strip along a right of way, rising to eight where the frontage runs at least four hundred feet, carries no more than one driveway opening, and takes the same setback and hedge. Low voltage security fencing in an industrial district may add two feet to a perimeter fence.

Boynton Beach ties two kinds of wall to the certificate of occupancy. A buffer wall has to be finished before the certificate issues for the building it goes with, so the screening cannot be left until after the tenants move in. Temporary security and safety fencing at a construction site works the other way: it is approved with the building permit, held to six feet, has to meet the cross-visibility standards, and has to come down before the certificate of occupancy or completion issues. Any signage on it is limited so that the mesh still does the job it was put up for, which is protection from dust, debris and other airborne particles.
Construction of a buffer wall shall be completed prior to the issuance of a certificate of occupancy for the building or buildings sought to be built in connection therewith.
