A wall is barred from a vacant lot altogether, while a fence on a vacant lot follows the same rules as a developed lot in that district, except on a vacant corner lot where it may only sit inside the minimum allowable setback area. The code warns that a fence put up on a vacant lot may have to be moved or lowered once a house is built.

A side street yard is five feet inside the setback, and a fence between five and eight feet may go in the side street yard only if it is pulled back to the nearest exterior wall of the house, the side street setback line, or the side street accessory structure setback line in the R1-AAA, AA, A and R1 districts. A waterfront rear yard is capped at six feet and may be no more than twenty five percent opaque. None of it reaches commercial, industrial, resource protection or public land.

Waterfront lots are read from above natural grade, and a survey no more than two years old has to come with the permit so the high water marks and FEMA information are current.
