Where a Tampa fence sits on a common property line and the ground is uneven, including where a berm or a permanent planter raises it, the height is measured on both sides of the line at regular intervals, normally every eight feet, and the final height is the average of those readings. Corner lots
Tampa leaves corner clearance to Section 27-283.5 of the Tampa Code of Ordinances, the visibility triangle section.
Retaining walls
Florida statute names a wall that holds back earth in one place, and it is about how many permits a town can charge for. It reaches a house, a duplex or a townhouse only.
Materials
Tampa lists what a fence may be made of: chain link, wood, masonry, decorative wrought iron, galvalume corrugated metal panels with decorative framing and bracing, or a PVC product made and designed as a fence. The figure is 60 feet, for spacing of warning signs along an electric fence.
Livestock

A Tampa fence turns its exposed framing to the inside of the owner’s yard, and the code then names the only two ways to turn it the other way, both decided by the zoning administrator before the fence goes up. Either an existing fence or hedge next door makes building it the normal way physically impractical, or every affected neighbor declares in writing that they do not object. The second is unusual: most codes that allow a flip leave it to the officer alone.

Walls or fences made from any permitted building material must be constructed so that the exposed framing of each section of fence faces the interior yard.

Tampa answers this, but the answer changes depending on whether the fence is in a front yard, whether it is opaque, and what the neighboring land is.

In a required Tampa front yard the answer depends on whether light gets through: three feet for an opaque fence, four for a transparent one that does not obstruct light, air and visibility. Behind the front yard the figure depends on what is on the other side. A single or multiple family lot gets six feet where it adjoins residential land and eight where it adjoins non-residential land or is separated from it by an alley. Office, commercial and industrial districts get eight feet throughout. A decorative architectural feature may rise one foot above the limit provided the features are at least eight feet apart.

Florida runs one building code for the whole state and makes a permit the default for building work. The statute itself says nothing about fences. It does force a local government to skip the permit for work on a single family home worth under $7,500. The fence exemption by height is in the Florida Building Code, not in the statute.

Florida requires a pool barrier at least four feet high, measured on the outside. The same section bars gaps or footholds that let a small child get under, through or over it. The barrier has to ring the pool itself and has to be separate from a yard fence, unless that yard fence runs along the pool and meets the same rules. Gates swing away from the pool and latch on their own.

Florida has no spite fence law. The fence chapter sets no height that sets anything off and no rule about why a fence went up. Chapter 823, the public nuisance chapter, runs from bonfires to abandoned boats and never reaches a fence built to annoy a neighbor. A claim in Florida rests on common law nuisance instead, which is judge made rather than written by the legislature.

Where a Tampa fence sits on a common property line and the ground is uneven, including where a berm or a permanent planter raises it, the height is measured on both sides of the line at regular intervals, normally every eight feet, and the final height is the average of those readings. Neither owner is read against a single worst point, and a berm underneath the fence counts toward the height rather than being ignored.

A general fence stands at least five feet and keeps its gaps under four inches for the first two feet up from the ground. Where the fence is built with a trench beside it, those five feet run from the bottom of the ditch to the top of the fence. The Tampa fence section states no corner dimension. It opens by sending every fence and wall to section 27-283.5, the visibility triangle section, and separately provides that where a fence also has to satisfy the buffer and screening section the more restrictive of the two governs. So the corner answer and the buffer answer both come from outside the fence rules.

When one wall runs across more than one lot, the local government has to issue a single permit for the whole job and cannot demand one for each lot the wall crosses. The rule is written for houses, duplexes and townhouses. It sets no height and it does not say how the wall has to be built.

Tampa lists what a fence may be made of: chain link, wood, masonry, decorative wrought iron, galvalume corrugated metal panels with decorative framing and bracing, or a PVC product made and designed as a fence. Broken glass is prohibited in all districts. Barbed wire is for industrial or agricultural use only, limited to three strands starting at least six feet up. Razor wire is prohibited unless a variance is granted. An electric fence needs seven conditions together: twelve volts primary at most, no taller than ten feet, a non-electric fence of no more than six feet around it, at least six inches between the two, warning signs every sixty feet, an emergency shut-off outside the perimeter approved by both the fire marshal and the police chief, and no adjacent residential use.

What this page does not cover

A city ordinance is not the only rule that reaches a fence. The zoning district a parcel sits in can change the height allowed on it, and so can an overlay district, a recorded easement, a fire hazard severity zone or a coastal zone. A homeowner association can be stricter than the city and nothing in the municipal code will say so. None of those appear here.
